With reference to my letter of the
13th. March, 1918, I am directed to inform you that all vessels
under the Hongkong Liner Requisition Scheme are released from
financial control with effect from midnight on the 31st. January,
1919, as regards those vessels on time charter, and as regards
those vessels running on the Berth with effect from the date of
the complete discharge of the vessel at Hongkong nearest to the
31st. January, 1919, After that date all vessels will be run
entirely for owners' risk and account.
2.
I am also directed to ask you to be
good enough to agree as soon as possible with the Secretary of the
Shipping Control Committee the accounts of the 8.8.
so that all outstanding questions between the Government and you
in respect of the vessel may be settled at an early date in case
it may be found possible to release the vessel from requisition
altogether.
